Three Carbon Prices and No Plan

Britain is rebuilding its carbon price in three separate places at once. Carbon is now a fifth of the day-ahead electricity price and a third of the 2028 forward. The two agreements that would make the arrangement coherent are sitting unfinished, and the summit that was meant to deliver them was cancelled two months ago.
