Ofgem's proposed data centre commitment fee has been read as a hard cap on speculation. On the regulator's own figures, the package it sits inside could reduce what the average data centre project has to post at offer acceptance. The headline number is large; the net position is not, and the reform that will actually reshape the demand queue is the one nobody has priced.
